No, in general, in order for law enforcement to enter a home they must either have a search warrant, probable cause & exigent circumstances, or be invited in.

He most likely has cases in other counties and they are offering to put them all together in one county if he will plead. He has a pot case in Alameda County and a gun case in Contra Costa County. The two DA's will talk and work out a deal which both are satisfied with. Often they will either drop one case of on a plea let him do concurrent (at the same time) time with the more serious sentence.
