Have court cost Clay County from 2001, law changed around 2006 to include license suspension can they do this since my cost ordered in 2001?

I would need details, but as such a law is favorable to the Court and state, I would guess they can do it. Call with details and for an appointment if the fees are worth paying an attorney to look into. Otherwise pay them and close the matter.
