You can hire an attorney to file an application for a pardon. The process is very particular and you will need an attorney who specializes in that area of law.

Will I be in legal trouble if I filed false charges against someone?

It is very difficult to change your statement without exposing you to criminal liability. In other words, you should be careful not to write or change your statement. I would recommend that you contact a lawyer and have that lawyer give you advise on how best to proceed. If you lied, you can assert the 5th amendment and then not testify or make any statements.
