I am unaware of any statute that would preserve your right to file a complaint after 45 years. The statute is 5 years after the most recent act on a child.

What to expect may depend a great deal on your circumstances. For example, your age, your other criminal history, if any, the circumstances of the offense, did you steal from an employer, how much was taken, will you make restitution, how long since your last petit larceny, etc. Notwithstanding, my best guess is that the best you may do is a B misdemeanor of attempted petit larceny. Otherwise, they may hold you "as charged". That means no break at all.

How can he file criminal charges on you because a tree fell on your vehicle? He can only complain to the police if he thinks you committed some crime and then the DA determines whether to press charges. You didn't cause the tree to fall and it damaged your property. Next: how did he "take posession" of the vehicle? It's still your vehicle. Do you owe him money for the storage? Did he file a garageman's lien? You can just go and get your property, it's your property. If he stops you, sue him.
