Can we arrange a meeting with the DA to settle prior to court, how would we arrange that and what should our approach be to get the fines reduced?

You can talk to the DA at the first court setting. If you don't have a setting, make sure there are no warrants for your arrest and you can try and go to the DAs office in your county. If there is a warrant, then you pay a bail bondsman and when you get bailed out you have a court date and then can speak with the DA.

I completely agree, but also know Hays county is a nasty county. You need to hire an attorney out there and fight that, and ask for a bond reduction. Keep that Judge in check.

If the case was No Billed, then it's over. A No Bill means the Grand Jury found there was insufficient probable cause to continue forward with the case. Once it was No Billed, then there was no case for which bond would be necessary. That's why they returned your money. The DA will still have the ability to re-file the case with a different Grand Jury. But, if that doesn't happen, you should not have anything to worry about.
