Whose rights are you concerned with, the man or the woman's?  The police have a right to knock on any door and ask someone to step out, if that is how they did it.  The person inside is not required to step outside unless the police have a warrant. He may have agreed to step outside.  I also imagine that they were in contact with the hotel management since you mention that the hotel has a policy against unregistered guests.  In speaking to the female were they invited into the room, or did they force their way in? Depending on the circumstances of how they questioned either one of them there may be Miranda violations. The answer to your question will depend on the facts of the case and there are not enough facts here to answer your question fully.  You should contact an attorney who can review the police report and statement and give you a more thorough answer.

The best thing you can do is try and call the local bar association where you live and see if they hold a legal clinic to do just what you have asked--to help low income people. If the matter is criminal, the court will appoint a lawyer if the defendant qualifies.
