a defendant can only have one 'deferred disposition' which includes either a 'conditional discharge' or 'PTI'. If your friend had a 'conditional discharge', he cannot get PTI.  He must address the bench warrant and then the charge. The bench warrant must be explained. Your question and details don't really make sense. An officer is allowed to conduct an investigation. What most people don't understand is that all of those preliminary questions, DO NOT need to be answered. If you know your Miranda rights, why would you not exercise them? You need to meet with an attorney in person, and discuss the details of your case, in order to get a better idea of what can be done in your case.
