If handled appropriately it could be legal. However, a criminal charge is the State versus a citizen and the victim has input but does not fully control what the State does. So, if the crime has not been reported and is not reported then it is between you and the owner. On the other hand if the kids caused a little damage and the individual is asking for an exaggerated sum then his request could be seen as a form of extortion.

They can hold him until trial, and longer. A 1st degree felony conviction can get 30 years in prison. He needs to hire an attorney to get the bond reduced and represent him in the criminal case. Did you know, somehow, that the public defender can be appointed to represent him if he cannot afford an attorney? I thought that this was common knowledge but it never surprises me to learn that people do not know this.
