HYTA keeps a conviction off your public record. Law enforcement agencies have access to your nonpublic or law enforcement record. That being said, it suprises me that the police department would not accept you because of a youthful offense.

If he has been criminally charged he should get a lawyer. At 17 he will be tried as an adult. He may be eligible for a deferred sentence under 7411 which would keep the matter off his public record and prevent mandatory driver's license sanctions.
