This does not appear to be a criminal defense question at all. If you get a judgment against someone, you can pay the sheriff of the county to seize personal property like a car, hold it for sale and auction it, but it is usually cost prohibitive to do this, and there appears to be another obstruction in that this vehicle is also owned by someone who does not owe you money, right?
