You have an assault charge against you, which probably has a stay-away as a condition of bond. Another TPO telling the "victim" to stay away from you does not add anymore protection than the protection that currently exists.

The sentencing judge can do what he wants, including the imposition of jail time. If his driving privileges are tied into the sentence, yes, the judge and/or DOL can suspend. If so, no, he cannot get a conditional license. It sounds like with 3 probation violations, your son has more serious substance abuse issues that need to be addressed.

If you are on probation, you need to clear it with your probation officer. If you are not, unless there is an order signed by the judge that prohibits you from leaving the state, you should be able to go. You will still need to make your court dates, and notify the court of your new address.
