I believe it is so long as it was on a public street. I imagine the tags are very old. There is also probably evidence that the car was driven on the street recently - at least some movement.

Assuming that this is Colorado State law, there are different classifications of felonies, but they are designated from 1 to 6. There is no class C felony. Colorado Revised Statute section 16-5-401 is the statute of limitations for prosecuting criminal offense. As a general statement, the state has 3 years statute of limitations to prosecute a felony drug offense, eighteen months if it's a misdemeanor drug charge.
