If you are entirely off the roadway, off the shoulder, and away from the road, you might not be in violation, as long as you and the bike are licensed, registered, wearing a helmet, obeying all other laws, etc. There is no guaranteed answer for you, since the police officer that sees you is going to have his own opinion.
