You're going to the Netherlands and not going to smoke weed while you're there? Wow. I don't think any attorneys on here are likely to have any knowledge of whether or not the Netherlands will have acceptable drug test facilities for you. Start by finding out from probation what they are willing to accept. Then start contacting facilities in the Netherlands to find out if they fit the bill. You're probably going to have to do a lot of googling. If that fails, I would ask probation if they'll let you take home test kits while you're there. Good luck.

You would only be tested if you are placed on probation, which doesn't happen until after either a guilty/no contest plea or a guilty verdict at trial.

Options: Plead guilty to the charge (felony on record), or take advantage of program (which may or may not put felony on your record) or go to trial (felony conviction, or not guilty). Those are your options. Do you have any better idea how to handle the situation now? Of course not, because you don't know what is best for you. You have a public defender you do not trust. You cannot afford a real attorney. What should happen is you should pay a private attorney for a consult and then use public defender to effectuate the plan devise by the private attorney. However, I suspect that you don't even want to make an effort to get the money together for the private attorney.
