You can sue in civil court, but only the prosecutor's office can file criminal charges. You can file a police report and that information will be forwarded to the DA's office for their review.

I have never heard of a "booking order" before for what should be a minor law violation. If one received a citation for selling to a minor, or any other minor offense, that is essentially an "OR" release by the officer, and the citation would give a date to appear in court. This is what happens in the typical traffic citation, for instance. Normally, one would not be booked until "convicted" by plea or trial. Just surmising in your situation, if I understand what you are saying, this could be an attempt to get your fingerprints (done during a routine booking process) on file, and possibly your DNA taken, to be placed in the data bank. But I am unaware of DNA collection for minor offenses as a rule (although there is a recent US Supreme Court case on this issue), only felony arrests or convictions. Very curious, and very scary if this is a process that is going to be used by law enforcement now to increase the accumulation of DNA data on citizens. This would be a dangerous expansion of government power, in my view. I hope I am wrong.
