As long as the police had reason to believe her conduct met the elements of the crime, she can be charged. Just because she's a complaining witness doesn't mean that she can't be charged with a crime as well. It's a little unusual, but not unheard of.

There is no way to avoid having your dad be involved. A felony cannot be in possession of any firearms. I would contact the local police and have them investigate.

They use the SW to get evidence of crime. They present that evidence to a prosecutor to determine if the prosecutor wants to file charges. If the prosecutor wants to file charges, then s/he presents the evidence and charges to a judge for an arrest warrant (signed by a detective). This can take years, but is usually done within 6 months.
