Most courts will allow several resets if you can show that you have made efforts to find an attorney and are making progress towards the cost. Meet with the lawyers to get an idea of the cost for what you need to properly defend you.

It's very likely you cannot do much of anything to get the bond money back. Cops enjoy qualified immunity. So, generally speaking, if they are acting in good faith, they are pretty well insulated. If the cops filed charges on the kids for filing a false police report, you might then be able to contact the DA with respect to potentially requiring the kids to pay you restitution for the money you were out. I'm not positive that is even procedurally possible. But, it's the only way I can even imagine you being able to recoup your costs in that situation.

It would depend on whether you can show compliance when you go to court and the reasons for non-compliance. There is no set penalty but the court will be looking to make sure you do comply with the sentence.
