If I have embezzled money and they harass me to pay some back because it would be easier on me and no charges have been filed yet, is it extortion?

YES, that is extortion. A company asking you to return money that you have stolen before they file a formal police report and get you locked up and your family embarrassed.

How can this warrant be dismissed?

Your question requires an attorney consultation. It is not a simple question that can be answered on this type of forum. There are many factors that would need to be considered and evaluated. The short answer is that it probably can't be. I strongly suggest that your significant other contact an experienced criminal defense attorney for a face-to-face consultation and give him/her all of the facts surrounding their situation. The attorney would then be in a better position to analyze their case and advise them of their options.

Should I wait until my parole office closes before turning myself in?

The parole office has placed a bond on the parole warrant? Is that what you believe? Good luck with that. Your plan sounds good, except I think you are mistaken about a bond on the warrant.
