Of course they can get a warrant for his arrest. If he is stopped by another police department they will hold him for a bond hearing.

The statute of limitations only applies to the timeframe for charging you. As long as you were charged within the statute of limitations, it is still valid. They may or may not wish to pursue it after all this time. The arresting officer may not still be in the area and that could cause some problems for them. I would consult with and consider retaining an experienced DUI attorney. He will more than pay for himself.
