Driving without a license (Vehicle Code section 12500(a)) can be charged as either a misdemeanor or as an infraction. You can still be charged with driving without a license, even though the DUI has been dropped. By "complaint" they mean they have filed a Complaint, which in the legal world is a document alleging that you have committed certain crimes. In other words, they are filing charges for driving without a license.

Yes and no. At least in California state court, the actual percipient witnesses do not have to show up at the preliminary hearing. The prosecution can obtain a holding order with only the cops testifying. At trial, it is different: the actual witnesses must testify. In most cases in California state court, the DA can dismiss and refile at least once. Depending on the charges (murder, for instance), the case may be refiled more than once on a proper showing. When this happens, that case starts over from the beginning, baring some agreement between the parties.
