Your ability to sue the city is limited. If there was a mistake the city has immunity, meaning that they will be protected from liability by law. You may be able to sue the company that issued the check if they are solvent and they owe the money to you. You may also be able to collect for your damages (bond cost, etc.).

Get months and think years. You committed a robbery by sudden snatch. The purse was taken from her immediate presence, so it is robbery. In GA you are facing 1-20 years. First offense, with no other criminal history (not other robberies, no criminal history), you are looking at three years in prison. Ten to serve three years in prison. IF you go to court talking stupid about how will they prove it is her money, when it is in your pocket along with her card, you may be looking at ten years after trial.
