Interesting question and I will speculated. My guess is that most of the people who might be in this position are indigent, thus they have no money to pay the bill so the hospital eats it. Otherwise, in the far majority of cases, the suspect is injured - according to the police - because of the suspect's conduct thus he is responsible for his own injuries and his own bills.
