It CAN, but that doesn't mean it will. Both your current probation department and the one you want to transfer it to has to agree to it as well as the judge. Talk about this with your PO. You may need to get a lawyer involved to make the transition happen.

Having a license plate that is obscured so it's not visible to police is sufficient to give police reasonable suspicion to pull you over. At that point, if the cop smells marijuana, or if you're acting nervous, or any number of other things, that's enough to give the cop probable cause to search you and the vehicle. In that situation, it's not an illegal search and any drugs found on you or in the car can be used against you in court as evidence of a crime. You need to hire an attorney to review your case and discuss whether you should fight this at trial or try to negotiate a plea bargain to get the felony reduced to a misdemeanor.
