If you successfully completed a DUI program which is the equivalent of California's you should be ok. Otherwise you will need to do it again.

The "store" doesn't show up? I don't know what you mean, but I'll guess... If you're charged with shoplifting, the prosecution must prove the case beyond a reasonable doubt at trial. They must present sufficient evidence, including the testimony of witnesses, to convince the jury. If a witness from the store is subpoenaed and doesn't show up, the prosecution can request a warrant for the witness' disobedience of the subpoena... or they could decide to dismiss the case. Because your question is so vague, you really need to speak to an attorney face to face to clarify what you're asking. I'm just trying to guess at what your question was.
