About Frank G. Lumpkin IV

Frank G. Lumpkin IV is an associate in our Columbus and Atlanta, Georgia, offices licensed in both Georgia and Alabama. With deep roots in West Central Georgia, Frank is committed to advancing regional economic development by equipping businesses and public entities with the legal tools necessary to grow and thrive. Beyond economic development law, Frank has experience in complex trial and appellate litigation, fiduciary disputes, and government liability, as well as on a range of government relations matters. Outside of his law practice, he develops and invests in real estate.

Before joining HBS, Frank worked on the advice team at MagMutual Insurance Company. He also has experience advocating for public policy through nonprofit work and has negotiated and authored multiple legislative documents, one of which became federal law ( Pub Law 177-58 ) in a deal between Senators Raphael Warnock and Ted Cruz. Frank interned with the Honorable Clay D. Land at the U.S. District Court for the Middle District of Georgia and the U.S. Congress.

Frank earned his Juris Doctor from the University of Georgia where he served two consecutive terms as class president and president of the Blue Key Honor Society. While there, he received the Hart Family Scholarship, Richard B. Russell Student Leadership Scholarship, and the Georgia Municipal Association Municipal Corporations Award & Scholarship. Additionally, he holds a Finance degree with an Entrepreneurship certificate from the University of Georgia.

Frank is a Captain and Judge Advocate in the U.S. Army Reserve. From 2024 to 2025, he served on active duty as Chief of National Security Law for Operation Spartan Shield, with assignments in Kuwait, Iraq, Jordan, Bahrain, and Saudi Arabia. He completed the Judge Advocate Officer Basic Course at the Judge Advocate General’s Legal Center and School at the University of Virginia.

An avid traveler and outdoorsman, Frank has visited 70 countries and 39 U.S. states. He speaks intermediate Spanish and holds certifications as a private pilot, navigation master, and rescue diver.
