About Jacob D. Layne

Jacob D. Layne is a member in the Charleston office of Pullin Fowler Flanagan Brown & Poe. Mr. Layne devotes his practice to the defense of employers in general employment, wrongful termination, deliberate intent, and workplace injury litigation. He also defends state and local governmental entities from tort and civil rights claims. Mr. Layne maintains an active litigation practice in state and federal courts across West Virginia.

Prior to becoming a member, Mr. Layne served as the Chairman of the Associate Committee as well as a representative on the Member/Associate Committee. Mr. Layne has also served as a past lecturer at National Business Institute’s local government law seminar concerning local governmental immunities.

Mr. Layne graduated from West Virginia University, cum laude, as a Promise Scholar with a B.A. degree in political science and a minor in philosophy. He received his J.D. degree from West Virginia University College of Law where he was a member of the moot court team, was selected as a student in the inaugural class of the Land Use and Sustainable Development Law Clinic, and won a CALI Award (highest class grade) in natural resources law.

Following his graduation from law school in 2012, Mr. Layne served as law clerk to the Honorable Robert A. Irons, Circuit Judge of the Thirty-First Judicial Circuit. He also served as the District Ten Representative on the Young Lawyer Executive Committee of the West Virginia State Bar.
