Attorney T.R. “Todd” Williams joined Scaringi Law in 2020 and brought his more than 26 years of courtroom experience in criminal and civil law to the Firm. Attorney Williams practices in the areas of criminal defense, family law and civil litigation. He works out of our Carlisle Office.Before joining Scaringi Law, Attorney Williams served as a Magisterial District Judge in Cumberland County for 13 years. In that capacity, then Judge Williams presided over and decided a wide range of civil cases, including landlord-tenant matters, violation of municipal ordinances, breaches of contract, failure to pay, personal property disputes, collections, contractor, subcontractor, home improvement, auto law among others. Judge Williams presided over and decided all types of summary traffic cases under the Motor Vehicle Code, such as speeding, illegal parking, and going through a red light, to non-traffic summary cases such as harassment, criminal mischief, disorderly conduct, underage drinking, and first offense shoplifting cases. In the area of criminal law, Judge Williams reviewed search and arrest warrants to determine whether there was probable cause to support the issuance of same, presided over preliminary arraignments, set bail and presided over preliminary hearings making determinations as to whether there was sufficient evidence to permit the criminal case to be moved forward to the Court of Common Pleas. In these 13-years as Judge presiding over civil and criminal matters, Attorney Williams developed extensive experience and knowledge in civil and criminal law.In the first part of Attorney Williams’ career, and prior to becoming a Magisterial District Judge, Attorney Williams practiced as a prosecuting attorney for 13 years in the Franklin County District Attorney’s office, rising to the level of Chief Deputy District Attorney. Attorney Williams oversaw the operation of the Franklin County Drug Task Force and served as a Special Assistant United States Attorney in the Middle District in 2004 by then United States Attorney Thomas Marino. Attorney Williams tried major felony cases to verdict before juries including sexual assaults, aggravated assaults, robberies, controlled substance violations and first degree murder cases, one involving the death penalty. Attorney Williams also represented the Commonwealth in appellate cases before the Pennsylvania Superior and Supreme CourtsLitigated asset forfeiture cases and advised law enforcement agencies on pending investigations and appropriate filing of charges. Prior to becoming a prosecutor, Attorney Williams served as Assistant Public Defendant in the Franklin County Office of Public Defendant and represented indigent criminal defendants in misdemeanor cases.
