Mr. Carver was hired by me to obtain a subdivision permit. The documents he provided to me were used by the Government to confiscate a portion of my deeded and registered 89 acre property under false pretenses. The Island Regulatory Appeals Commission questioned the legality of Mr. Carver's document in Order LT11-02

On May 27 2008,Mr. Carver recommended that I sign a document entitled Development and Maintenance Agreement.
On October 31, 2011 the Island Regulatory Appeals Commission issued Order LT11-02, which stated in part:[13] The Commission finds that the interaction of current land use development regulations with the status of this "Non-Essential Highway" places a cloud on the market value of the subject property and the presence of the Agreement does little to rectify this situation.
