About Andrew H. Montroll

Andrew H. Montroll, Esq., is a founding partner, along with Rob Backus, of Montroll, Backus & Oettinger, P.C. Andy represents clients in business and corporation matters, general and commercial litigation, zoning and land use, municipal law, wills and estates, mediation, and employment law matters. Andy’s practice also includes extensive work in the telecommunications and regulatory arena, and he previously served as a hearing officer for the Vermont Department of Education.

Before opening Montroll, Oettinger & Barquist, P.C., Andy was the managing partner for the Vermont office of a large firm based in Connecticut that represents clients throughout New England, and prior to that, he had his own solo practice in Burlington for a number of years. Andy’s earlier positions included serving as in-house, and ultimately general counsel, with Riser Management Systems, a Burlington, Vermont telecommunications and engineering company that helped major commercial and multi-unit residential property owners in cities throughout North America bring advanced telecommunications services to their tenants and residents; and, as an associate at a Burlington law firm where he engaged in commercial and civil litigation, represented a Vermont electric company, and practiced in areas including municipal law and appellate law.

In addition to his legal career, Andy has been actively engaged in community service. Andy is the Chair of the Burlington Planning Commission and the immediate past Chair of the Chittenden County Regional Planning Commission. Andy previously served on the Burlington City Council for fifteen years, including four years as President of the Council; as President of the Channel 17 (Town Meeting Television) Board of Trustees; Vice Chair of the Chittenden County Metropolitan Planning Organization; and as a member of the Vermont Board of Bar Examiners.

Andy is the principal author of Critical Connections, published by Building Owners and Managers Association International (BOMA) (2000) and Wired for Profit--The Property Management Professional’s Guide to Capturing Opportunities in the Telecommunications Market, also published by BOMA (1998). Andy is also the author of Student’s Free Speech Rights in Public Schools: Content-Based Versus Public Forum Restrictions, 13 Vermont Law Review 491 (1989) and co-author of several books published by National Business Institute, including: "Land Use and Zoning from Start to Finish", "Civil Trial: Everything You Need to Know", "Boundary Issues and Easements," and "Employment Law: A Comprehensive Guide." While working as an engineer prior to law school, Andy was awarded two patents in laser diode design.
