Mr. He focuses on legal matters relating to cross-border investments and M&A, reorganization of state-owned enterprises, PE and corporate operations, particularly specializing in investments and M&A in energy sector.
Mr. He has been rendering legal services to Chinese energy companies for their overseas M&A and operations and to international energy companies for their investments in China over the years. Mr. He participated in CNPC’s many significant M&A projects, including CNPC’s acquisition of PetroKazakhstan Inc., which cost USD4.2 billion.
Along with the deepening of the reform of state-owned enterprises and advocating of the mixed ownership economy in China, Mr. He has provided legal services in the process reorganization of the subordinate enterprises of state-owned groups, such as ChemChina Corporation and China State Farms Agribusiness (Group) Corporation.
Mr. He also assisted clients in setting up private equity funds related to energy businesses, and represented energy companies in handling commercial disputes, including participating in litigation or arbitration.

Working Experience
Before joining AnJie Broad as partner, Mr. He worked with Fulbright & Jaworski LLP as a senior counsel and with Schlumberger as Legal Manager, taking charge of the company’s legal matters in six Asian countries. Prior to assuming the post in Schlumberger, Mr. He had worked in a division of CNPC responsible for international business for six years, and held the post of Deputy Legal Manager.
