If you are behind on the house and car then Chapter 13 would be your best option. The Chapter 13 allows you to make payments towards the arrearages on both your car and home.

What is the limit on cash in your bank account under chapter 7 bankruptcy?

The amount of cash you can have at the time of filing depends on other exemptions. It is possible to exempt more than 10,000.00, but, you have to have the correct combination of other assets. You should meet with an attorney and bring a list of all of your assets to that meeting. The attorney can then go over your assets and advise you if filing a bankruptcy will cause you to lose some asset.

Will I be able to use credit after I file for bankruptcy? How?

Potentially, I have someone will lend you money. Generally, creditors are not interested in advancing significant amounts of money to people who have just bankrupted unless it is on particularly difficult and expensive terms, not to mention well secured.
