Chapter 7 is a one-time discharge of all your debts. Chapter 13 is a repayment plan over 3 years. You can only do the Chapter 7 if you qualify under the "means test" (earn less than the median income for your region). You can only do the Chapter 13 if you have regular income to fund a plan. Tactically you would use a Chapter 13 to save a house, for instance, if you were behind, which you cannot do in a Chapter 7.

There's nowhere near enough information to answer your questions.   Are you seeking to wipe out the home equity loan AND allow her to remain in possession of the property?  If so, the only way to do that is in a Chapter 13 case, and the value of the property would have to be less than the amount owed to the First Mortgage. You need to have a consultation with a bankruptcy attorney in the locale where she and the property are located to further evaluate her options. There's also the issue of equity in the property and whether it can be protected, so information on the property's value and amounts owed against it are critical.
