By released do you mean discharged? You have to wait at least two years between Chapter 13 filings (I presume you want to file a 13 if your goal is to save the house). In that case depending on when the old case was filed you may be eligible again. But you should check with an attorney in person.

I need more information. Who is on the title? Who is on the loan? If she was a guarantor that is one thing, but is she is a co-owner, that could be a problem.

No. If they sell the house at a loss, they will have to sue you in a civil lawsuit. They can only put a lien on your property if they get a judgment in court.
