You got to make plan payments of some minimum amount and that depends on your ability to pay and what is mandatory that you pay in the plan. Chapter 13 is highly complex bankruptcy and that is why you need to have a lawyer explain it to you and give you an opinion as to whether that would be best for you and if you qualify.

Why is chapter13 case dismissed after a year for reason of no payment plan. I've been paying the trustee the amount i was told to pay monthly.

I don't know why your case was dismissed.  Have you asked your attorney?  Without reviewing your case file, I couldn't tell you anything further.  The Trustee would have filed a Motion to Dismiss your case and that would contain the reasons for the dismissal, and you would have had several weeks to file a response.

Can I convert from a chapter 13 to chapter 7 and still keep my home?

Maybe. The lien strip is invalid if you convert but of the company is willing to give you a release of the second regardless of the bankruptcy you may be able to accomplish what you want. Talk to your lawyer as there are many other reasons that may prevent you from converting.
