Can a bankruptcy from 10 years ago take my settlement?

Presumably, the damages you sought in this lawsuit had occurred by 2001 and would have been an asset in your bankruptcy case. If you forgot to list these damages & the right to sue for compensation, there is no time restriction on the bankruptcy court to come back and seek this asset.

Social security money is usually exempt from creditors, and debit cards are not usually affected by bankruptcy, only credit cards.

How long will it take for them to return my garnished wages?

You needed to demand the return of your withheld wages as soon as you filed bankruptcy. Then, if the money wasn't returned, file an action in the bankruptcy court. Now that your bankruptcy is closed. You can still demand the return of the money but you'd have to re-open your case in order to get an order.
