Yes, you have to list all debts. Student loans are unsecured, non priority debts that go on Schedule F.

Payments in a Chapter 13 are determined by comparing your household income to your household expenses. Since your mortgage payment and your car payment are part of household expenses, they would be used in the determination but your other debts wouldn't be used at all.

If the home loan payments are still being paid, then it will not affect your credit. If the home loan payments are not being paid, then as a cosigner you are still liable for the whole debt. So if you do not make payments, your credit will be effected.
