If my husband has debt when we marry am I liable too?

No, you are not liable for his debt. Married persons are never liable for their spouse's debt, unless they sign on to it themselves. When your husband passed, his estate will be liable for any debts, but yo will not be personally liable.

Can I file bankruptcy before a civil case or do I wait until after judgement?

See an attorney. If you meant the civil case is against you, it may be best to file sooner rather than later. Or it may not matter depending on the nature of the case. See an attorney. Good luck.

Is signing a motion for a payment plan and filling motion to vacate warrant enough to avoid arrest?

I am confused, they dont issue warrants for civil court. If you dont show up a judgment is entered against you. Are you sure this was not criminal court?
