If the creditor has a judgment you can file a motion with the court to make installment payments on the judgment. The motion should list your income and expenses and indicate what you want to pay on the judgment. The rule of thumb that some courts apply is that you should pay 25% of your disposable income. If the court grants your motion and you enter into an installment payment order that order will stop wage garnishments. The installment payment order will not prevent the judgment creditor from filing garnishments against money you have in the bank and levying on personal and possibly real property that is titled in your name.

Take them to small claims court, both the former owner and the new owner. My bet is that somebody will pony up the dough before the court date.
