You need an attorney. There can be a conversion to chapter 7 but it must be done correctly, if you have had a decrease in income.

Can a persone thet declared bankruptcy become a president of a fundactio?

I haven't the slightest idea what a "fundactio" is, but unless that is an organization that has rules prohibiting bankrupt parties from being officers, I don't see why a former debtor in bankruptcy can't be president of anything. There is a difference between "dismissed" and "and discharged" so your question is impossible to answer in its present form. I would suggest you gather all of your paperwork, seek counsel and present the facts in order to gain a firm legal opinion.
