After my chapter 13, are they going to return any money on hand for the trustee since I have been paying for three and a half years?

When your case is nearing completion, the Trustee will do their final audit. In the audit they will make sure you have made all the required payments and that the money was distributed correctly according to your Chapter 13 plan. If you end up paying more in than was needed, the Trustee will send you a refund of the extra amount.
