If I filed Chapter 7, how do they determine how long & how much of my fed & state can they receive?

You normally cannot keep any of it other than the Earned Income Credit if the trustee deems it to be property of the estate. In some states, you may not even be able to keep the EIC. Your other bills are not relevant.

Do debts past the statute of limitations need to be included in a chapter 13 filing?

This is a question to ask when you go to an attorney for your Chapter 13 consultation. Much depends on what they have done to collect. Generally, all possible debts should be included in a Bankruptcy filing. Filing the bankruptcy doesn't change whether you owe or not, or the statute.

Can a deficiency balance be discharged in bankruptcy if it is owed to the U.S. Treasury?

It is not clear from your question what the deficiency balance is r elated to. If it was due to a foreclosure, then in all likelihood, it should be dischargeable.
