You need to consult an attorney and provide the attorney with all documents relating to this matter. A bench warrant is not issued for failure to agree to a payment plan. The only way a bench warrant is issued in connection with a civil case is if you had a judgment entered against you, you were served with a citation to discover assets, you were ordered to appear for examination, and you failed to comply with the court order, with the result that a warrant was issued for contempt of court. You need to arrange to appear and comply with the examination order, and have the arrest order vacated. This is not something that the other party can agree to without action by the court. If you should be stopped by the police for any reason, your record will show an outstanding warrant and you will be detained.

The better question is, why is your case still open if you received your discharge 1 year ago? You need to find out why the case is still open and you need to get the case closed. If you filed chapter 7 and you received a discharge 1 year ago, then your case should have been closed shortly after you received your discharge.

If they sued you, you did not defend and they got a judgment yes its legal.. Its called collection activities after a judgment or a "Garnishment" If they know anyone that owes you money, or where you work, they can garnish those funds also (but they can only garnish 15-30% of your wages).
