You need to go to court do they don't get a default judgment. Make them prove it's yours by showing your original signature on the contract. If they can't, they lose. Or you could file bankruptcy and eliminate all claims against you.

Can I refile my chapter 13 again and how soon?

Unless the previous order dismissing your Chapter 13 specifically says you may not file again, then you can file. But there are repercussions and limitations placed upon repeat filers. Ask yourself what is different this time, and remember, something else that goes wrong can get you kicked out of the Chapter 13 program for good. There are thousands of ways a Chapter 13 can go wrong.
