I am not very good at guessing why someone does something. My advice is to ask them why they want to know.

Is it legal for the bank to contact us if it shows that the equity line was charged off?

The lender has a lien on your home which was not discharged in a chapter 7. Depending on the value of the property and amount owed to the first lender it might be addressed in a chapter 13. Please understand that filing a chapter 13 bankruptcy is a very complicated process. It is wise to talk to an experienced bankruptcy attorney before deciding to take this important step. Most Arizona bankruptcy attorneys offer a free consultation about the basics of bankruptcy.

How long can my chapter 7 bankruptcy case last before it's discharged?

It may not be true because the bankruptcy estate can remain open to receive the asset but you should have received a discharge already. The issuance of your discharge should not be delayed by the administering of the assets of the estate.
