If he is a cosigner, he will be responsible. Simply filing a bankruptcy does not make him liable if he was not liable before the filing.

If your bankruptcy case is still open you should amend to include omitted creditors. If you have already received a discharge you can send the omitted creditors a letter with a copy of the notice of filing and the discharge. Since you had a no asset case it is unlikely that these creditors will pursue you. If they do, you may be liable.

Is it too early to refinance or do we have to wait for the 10 year period?

This is a decision that individual lenders make & isn't regulated by law, other than through government housing programs. I would urge you to discuss refinancing with a local community nonprofit credit union, as they have several programs available once you are 12 months out of bankruptcy.
