Is it illegal to ask, but not receive, provocative pictures from a minor if you are 18?

It is illegal to ask. Asking is known as solicitation. Punishment depends on where you live and what the prosecutor is looking for.

Yes, it's illegal and the punishment can include incarceration and lifetime sex offender registration. Don't be stupid. Don't do it.

Yes, that is illegal under several different laws. The punishment would depend on a lot of factors (e.g. which code section you are charged under, how many counts, the seriousness of the conduct, your criminal history, input from the victim and her family, whether or not you were in a position of trust or authority, etc.).
