Steven P. Belzer has extensive experience representing clients in regulatory, administrative and litigation forums on real property, eminent domain and inverse condemnation issues. He also acts as a mediator and arbitrator in civil disputes.
Steve was Senior Counsel for Livingston & Mattesich Law Corporation from 1995 to 2000 and now serves the firm Of Counsel in real estate and eminent domain matters. He served clients in private practice from 1970 to 1977; served on the staff of the California Legislature from 1977 to 1980. From 1980 to 1987 he was the Chief Research Attorney overseeing the legal research staff for the judges of the Sacramento County Superior Court and assisting in the court?s policy planning and programming. Steve returned to a general civil and trial practice in 1987 emphasizing real property issues, eminent domain and inverse condemnation at Desmond, Miller & Desmond where he was a partner in the firm. He graduated from the University of California, Davis, School of Law in 1970.
Steve is a member of the Sacramento County Bar Association where he is active in the Real Property Section. He is also a member of the State Bar Real Property Section and its Subsection on Eminent Domain. He also has extensive experience as a mediator and arbitrator. He serves on the Voluntary Dispute Resolution Program panel for the United States District Court for the Eastern District of California.
Steve has represented land owners, businesses and individuals, as well as government agencies in a wide variety of real property, eminent domain, inverse condemnation, land use and environmental litigation.
