Bill graduated from Boston College in 1989 where he was a Gasson Scholar and a member of the University's chapter of Phi Beta Kappa. After graduation from Boston College Law School in 1994, Bill joined Shaheen & Gordon where he has focused his practice in criminal defense and complex civil litigation.
Bill’s main practice area is federal criminal defense and is a member of the Criminal Justice Act Panel in the District of New Hampshire. Bill has represented numerous clients in federal court including those charged with fraud offenses, obstruction of justice, tax evasion, bank burglary and drug offenses. Bill also defended one of the first criminal prosecutions in the United States under the Lead Paint Disclosure Act and is counsel in the first appeal to the First Circuit Court of Appeals for convictions under newly enacted federal Forced Labor statutes. Bill has a detailed knowledge of the Federal Sentencing Guidelines and has been successful in working with the Guidelines to obtain favorable results for his clients.
Bill also has a significant state court practice where he has represented clients charged with embezzlement, environmental offenses, bribery, as well as a variety of motor vehicle offenses including negligent homicide and driving while intoxicated. Recently, Bill successfully defended the first prosecution brought in the State of New Hampshire under the State’s music bootlegging law obtaining a directed verdict in favor of the defendant at the close of the State’s evidence.
In the civil realm, Bill has extensive experience in the field of complex civil litigation including representing defendants in federal Multi-District Litigation. There, Bill's responsibilities included participating in coordination of the principal defense, managing over ten million documents for the purposes of discovery, litigation analysis and interfacing with numerous consultants and experts. Currently, Bill is lead plaintiffs’ counsel in consolidated wrongful death cases against the United States Government in federal court in Boston, Massachusetts. In a recent decision at the First Circuit Court of Appeals in McIntyre v. United States, Bill, along with Steve Gordon, obtained a reversal of a lower court decision when the appeals court reinstated claims against the United States Government arising from FBI misconduct in the Boston area.
Bill is licensed to practice in all State and Federal Courts in New Hampshire and Massachusetts as well as the First Circuit Court of Appeals in Boston and the United States Supreme Court in Washington, D.C. Bill is a member of The National Association of Criminal Defense Lawyers, The New Hampshire Association of Criminal Defense Lawyers and the Association of Federal Defense Attorneys, an organization specializing in federal criminal matters. Bill is also a member of the Criminal Law and Civil Litigation Sections of the American Bar Association.
