Commissioner Tiffany Russell is a native of Orlando, Florida. A product of Orange County’s public system, she is an alumna
of Dr. Phillips High School. Upon graduating from high school she went on to receive her BA in Political Science from the
University of South Florida and a Juris Doctorate from Florida State University College. She has practiced law for nearly
fifteen years and is also a Florida Supreme Certified Circuit Civil Mediator since 2008.
Tiffany has served as the District 6 Orange County Commissioner for the past seven years, handling matters ranging from
land use, zoning, tourism, development, economic development, social issues and transportation. Before her election, she
practiced civil litigation, handling real estate, landlord/tenant issues, and other housing-related matters.
Commissioner Moore Russell has been a community advocate for many years, both as an elected official and a private
citizen. As a lay person she served on the Orange County Community Action Board, where she was elected Chairman and
Vice Chairman while also accepting volunteer appointments to both the Orange County Board of Zoning and Adjustments
and the Orange County Citizens Review Board. As a Commissioner, she’s gained additional experience through providing
service on the following boards: Commission on Aging, Value and Adjustment Board, Youth and Family Services Board,
Orange Blossom Trail Community Redevelopment Agency, Downtown Orlando Community Redevelopment Agency,
African-American Chamber of Commerce of Central Florida- Board of Directors, MetroPlan, United Arts of Central
Florida, and many more.
With her experience, Tiffany is able to offer unique insight into the intricate workings of local government and policy
formation and implementation, and makes her an effective ally for her clients.

Tiffany’s practice area is primarily general civil litigation with experience in construction disputes, landlord/tenant matters; habitable housing conditions, just to name a few. Additionally, Tiffany is knowledgeable in local government matters ranging from land use, zoning, just to name a few. In addition to her experience as an attorney, Tiffany was elected to the Orange County Board of County Commissioners in November 2006.

Tiffany has served as the District 6 commissioner for the past seven years handling matters ranging from land use, zoning, tourism development, economic development, social issues and a transportation related issues for her district and Orange County as a whole.
