Baxter, Strohauer, Mannion & Silbermann, P.A. was founded in 1991 as a result of the merger of the parctices of James A. Baxter and Gary N. Strohauer. Mr. Baxter began practicing law in Clearwater in 1957 and Mr. Strohauer began his practice in 1973. Elizabeth R. Mannion joined Mr. Baxter's practice in 1989. All three members of the firm are active in all phases of Florida and local bar activities and the Clearwater community. Ms. Silbermann joined the firm in October of 2002, after practicing for a number of years as a sole practicioner. All serve on community boards and foundations and are active members of civic and service clubs. All four partners regularly provide pro bono legal services to the poor. Mrs. Mannion was the 1999 recipient of the Sixth Judicial Circuit Pro Bono Services Award presented by the Florida Supreme Court. Both Mr. Baxter and Mrs. Mannion have received the Ralph Richards Award presented by the Clearwater Bar Association for outstanding legal community service. Mr Strohauer has served on the Florida Bar Grievance Committee and as its Chairman. Mr. Strohauer has served as a member of the Upper Pinellas Association of Retarded Citizens Foundation Board and is currently serving as a member of the Judicial Nominating Commission for the Sixth Judicial Circuit. Mr. Baxter has served on numerous Florida Bar committees and boards. He most recently served as President of the Florida Bar Foundation in 1998. Ms. Silbermann serves on the board of the Kent Center and several other community organizations.
